You inspired a solution to my problem.

For others that might have a similar problem.

I used an iFrame to launch a preloader which read an xml file for the files to load, used URLLoader to load the file, then loaded the next page putting it into the local cache.

Using an SWF to pre download the files into the browsers cache was brilliant.

I have the preloading posting a message to the master html file telling it how many pages have loaded. The master.swf queries the master.html periodically for the status of preloaded pages and sets a "Spooling" message if the page downloading doesn't catch up.
